Update README to specify project is in maintenance mode.

Why

In https://gitlab.com/gitlab-org/cli/-/issues/7450 we want to deprecate
`release-cli`,
and in https://gitlab.com/gitlab-org/gitlab/-/merge_requests/149993
we updated the official docs to specify it's in maintenance mode.

Update README as well so when people look at the source code they see
the warning as well.
